My personal opinion is to try photopea first, as there's nothing to install and it has the most tutorials. Assuming you're not going to pay for photoshop, you can use photopea (with ads on the side) or the free and open source krita or gimp.

I use Krita for drawing, I have an assets file for it, each frame is one image I put alphabetically in a folder and Krita uses tabs for each image so you can see comparisons easier and an animated gif maker puts it together where you can choose timings and stuff. You guys are back, happy to be here again. it's more packed with stuff, (except the basic ai tools gimp has), works by using KDE for Android, so it feels nice to use with out the Virtual Machine layer the Android GIMP app uses, also works with s-pen and supports bundles from the community to enhance the experience even. It's real, but I recommend Krita from the playstore if you want a full mobile drawing/gimp experience.

I don't trust it just even by the fact it costs 2€.GIMP is not bad either but feels very janky and all over the place sometimes (lacking some elementary features while overblown in other departments) Krita is the other one I'd recommend though. If FOSS then Pinta is the best option imo. But it's not FOSS which can be a deal breaker for some. The current Paint.NET is really good and obviously has much more features compared to since the version from 2009. Paint on Windows is getting layers and transparency support.
